APPROVE and AUTHORIZE the Sheriff-Coroner to donate obsolete and unused Forensic
Livescan Fingerprint machines to the Alturas Police Department and the Department of
Homeland Security.
DIRECT the Auditor-Controller to remove these items from the Sheriff-Coroner
Department fixed-asset inventory.

BACKGROUND:
The Forensic Services Division of the Office of the Sheriff has two obsolete Livescan
fingerprint machines that are no longer useful or necessary to forensic operations. The
Livescan machines have outlived their useful lives and are fully depreciated. The
maintenance of this equipment is not cost effective to the County, and they are currently
awaiting surplus and disposal. The Alturas Police Department and the Department of
Homeland Security, for use at the University

BACKGROUND: (CONT'D)
of California at Irvine, have expressed interest in the machines. These agencies have the
staff, space, and resources to move and maintain the machines. Additionally, the original
purchase of the Livescan machines were funded using Cal-ID trust revenues, which is
overseen by the Regional Access Network (RAN) Board. The RAN Board approved the
donation of the machines at its August 13, 2009 meeting.
