Approve and authorize the Health Services Director, or his designee (Art Lathrop), to
execute, on behalf of the County, Contract Amendment #23-389-4 with the City of Pinole
Fire Department, a public agency, effective March 1, 2010, to amend Contract #23-389-3, to
increase the total Contract Payment limit by $30,000, from $30,000, to a new total of
$60,000, with no change in the original term of July 1, 2009 through June 30, 2010.
FISCAL IMPACT:
There is no County General Fund impact. All payments are funded under CSA EM 1
(Measure H).
BACKGROUND:
County Service Area EM-1 was established in 1989 to provide enhanced emergency
medical services, including rapid paramedic-staffed ambulance response, to the residents of
Contra Costa County. On May 18, 2004, the Board of Supervisors authorized the County’s
Health Services Emergency Medical Services Division to use CSA EM-1 funding to
partially offset costs to the fire agencies of providing first responder Paramedic services in
Zone B.

BACKGROUND: (CONT'D)
On August 4, 2009, the Board of Supervisors approved Contract #23-389-3 with the City of
Pinole Fire Department to provide First Responder Paramedic Program services, for the
period from July 1, 2009 through June 30, 2010, including mutual indemnification to hold
harmless both parties for any claims arising out of the performance of this contract. At the
time of negotiations, the contractor provided services using one Fire engine. Contractor is
now providing services to residence of Contra Costa County, Zone B, utilizing two engines.
Approval of Contract #23-389-4, will allow the Contractor to provide these additional
services to residents of Contra Costa County in Zone B, through June 30, 2010.
