Approve and authorize the Health Services Director, or his designee (Art Lathrop), to
execute, on behalf of the County, Amendment Agreement #23-365-8 with Global Vision
Consortium, a corporation, effective February 1, 2010, to amend Contract #23-365-1 (as
amended by #23-365-2 through #23-365-7), to increase the total payment limit by $100,000
from $217,990 to a new total payment limit of $317,990, with no change in the original
term through August 31, 2010.
FISCAL IMPACT:
This Contract is funded 100% by Federal Health Resources and Services Administration
(HRSA) National Bioterrorism Hospital Preparedness Program funds, through the State
Department of Health Services. No County funds are required.
BACKGROUND:
In May 2006, the County Administrator approved and the Purchasing Services Manager
executed Contract #23-365-1 (as amended by Amendment and Extension Agreements
#23-365-2 through #23-365-7) with Global Vision Consortium for the period from January
15, 2006 through August

BACKGROUND: (CONT'D)
31, 2010, to assist the County’s Emergency Medical Services (EMS) Director with regard to
developing plans for disaster preparedness for community clinics.
Approval of Contract Amendment Agreement #23-365-8 will allow the Contractor to
provide additional disaster preparedness training services for Contra Costa Health Services,
hospitals, health centers, skilled nursing facilities, and community clinics, through August
31, 2010.
