Spooner, Contracts Administrator Costa DATE: February 19, 1985 County SUBJECT: Approval of Contract Amendment Agreement with Center for Human Development SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOIRIENDATION APPROVE and AUTHORIZE the Chairwoman to execute amendment as follows: Number: 24-711-16 Department: Health Services - Alcohol/Drug Abuse/Mental Health Division Contractor: CENTER FOR HUMAN DEVELOPMENT Effective Date of Amendment: February 26, 1985 Extension of Term: one month extension through 3/31/85 (for new 9 month extension period from 7/1/84 through 3/31/85) Payment Limit Increase: $11,000 (for new 9 month extension period Payment Limit of $97,089). Service: Drug and Alcohol Abuse Prevention and Community Mental Health Services L FINANCIAL IMPACT This nine month Payment Limit (7/1/84 - 3/31/85) is fully funded in the Alcohol/Drug Abuse/Mental Health Division General Fund Budget for FY 84-85, as follows: Federal Drug Abuse Jobs Bill Funding $ 5,631 County Funding for 84-85 COLA (8/21/84 Board Order) 4,272 State Short-Doyle Mental Health Funding 269156 State Drug Abuse Program Funding 26,156 Federal Alcohol Program Funding 29,062 County Matching Funds 5,812 TOTAL (Extension Period Payment Limit) $ 97,089 REASONS FOR RECOMMENDATION A one month contract extension is necessary to gain additional time to finalize nego- tiations for the pending FY 84-85 novation contract, particularly regarding how services will be reduced and modified to accommodate the 55% contract budget reduction for FY 84-85 and how Federal Drug Abuse Jobs Bill services will be provided. CONSEQUENCES OF NEGATIVE ACTION Failure to approve this contract extension will result in the termination of the existing contract on its present expiration date of February 28, 1985. There would likely be no short-term adverse consequences, other than a reduction in community. understanding, awareness, and involvement in the problems of substance abuse and mental illness; however, over the next decade, there would, arguably, be a greater incidence of substance abuse and mental illness among the citizens of Contra Costa County.
