HomeMy WebLinkAboutMINUTES - 03092010 - C.32RECOMMENDATION(S): Approve and Authorize the Purchasing Agent to execute a purchase order with 3M, on behalf of the Library, in an amount not to exceed $396,000, to purchase self-check and self-return equipment, Radio Frequency Identification (RFID) security gates, RFID-ready staff workstations, and RFID peripherals for the Walnut Creek and Martinez libraries. FISCAL IMPACT: The cost of the equipment in total is approximately $396,000 and these funds are in the Library's FY 09/10 budget. The City of Walnut Creek will reimburse the Library for their costs, which are approximately $266,000. As part of the City of Martinez Measure H plan to renovate and expand the Martinez Library, Contra Costa County Library will pay approximately $130,000 towards the technology costs. BACKGROUND: (CONT'D) renovated will use an 80/20 self-service model to handle circulation functions. In this model 80% of circulation will be self-service and 20% will be handled by staff. RFID-ready self-check machines that include self-return software are major components to achieve the goals of the strategic plan. The new Walnut Creek Downtown Library is scheduled to open July 2010. The Martinez Library is being renovated and will support self-service options. With a new or renovated building, circulation increases dramatically. Overall, library activity is up 12% (in spite of closures), yet staffing levels remain the same, if not reduced. Self-service options increase the efficiency of operations by handling the tremendous growth of use and services. The benefits of RFID equipment include: customer satisfaction; reduces lines at circulation desk lines; eliminates need for new, additional staffing; returns items to shelf more quickly; reduces staff work-related injuries; increases security for items; increases equipment reliability; provides faster processing of new materials and better inventory and tracking of materials. 3M equipment is used throughout the library’s 25 locations. 3M RFID equipment is being used at 3 locations and is being installed at 1 other location, in addition to the libraries listed here. The library staff is experienced with 3M equipment and support. Since all of the library’s self-service equipment is manufactured by 3M, it is imperative for network and training that the systems are compatible and the same in each location. The equipment also needs to be the same in each location for staff that move between different locations. In accordance with Administrative Bulletin No 611.0, County Departments are required to get Board approval for single item purchases over $100,000. The County Administrator’s Office has reviewed this request and recommends approval. ATTACHMENTS Library Supplemental
