APPROVE and AUTHORIZE the Librarian, or designee, to apply for and accept a grant in
the amount of $5,000 from the City of Richmond, Department of Neighborhood Safety to
provide support to the Contra Costa County Library to be able to maintain consistently high
levels of library services at Juvenile Hall and the Orin Allen Youth Rehabilitation Facility
(OAYRF) for the period of beginning December 1, 2009 through November 30, 2010.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
In 2006, the Contra Costa County Library opened a full service library at Juvenile Hall and,
in 2008, a smaller library at OAYRF, each built with grants from the Lesher Foundation.
With a collection developed specifically for the teens incarcerated there, the library has
proven to be extremely popular and very successful at encouraging the residents to read for
information and pleasure. Many of these young people have reported that the first time they
finished a book, or even found one that they were interested in reading, was at the Juvenile
Hall or OAYRF libraries.

BACKGROUND: (CONT'D)
To help encourage their ongoing use of libraries, each resident receives a Contra Costa
County Library card upon release. As part of the agreement, all City of Richmond residents
admitted to Juvenile Hall will also receive a Richmond Public Library card. The Richmond
Public Library and the Office of Neighborhood Safety will participate in the first
“Community Services Day” at Juvenile Hall where local organizations will present their
services to the residents of Juvenile Hall.
The Office of Neighborhood Safety will contribute $5,000 to the Contra Costa County
Library to help maintain a consistently high level of library service at Juvenile Hall, and
incarcerated Richmond youth will be directed toward City of Richmond services such as
Project STOP, the Young Adult Empowerment Center, and Richmond Youthworks.
CHILDREN'S IMPACT STATEMENT:
The agreement meets the community outcome of Children and Youth Healthy and
Preparing for Productive Adulthood:
The education department reports that the young adults incarcerated at Juvenile Hall are
improving their literacy skills through their regular use of the library. By providing the 52%
of residents who live in the City of Richmond with a Richmond Library card upon their
release, these young people will be able to use the public library in their community to
access free, current information that will contribute to a healthy and productive adulthood.
