Lango, General Services Director Date:March 9, 2010 Contra Costa County Subject:LEASE FOR THE PREMISES AT 3685 MT. DIABLO BLVD., SUITE 120, LAFAYETTE FOR THE DEPARTMENT OF CONSERVATION AND DEVELOPMENT RECOMMENDATION(S): (CONT'D) AUTHORIZE the General Services Director, or designee, to EXECUTE the Lease on behalf of the County. DETERMINE that the project is a Class 1, Section 15301 Categorical Exemption under the California Environmental Quality Act (CEQA). (CP # 09-84) DIRECT the Department of Conservation and Development Director, or designee, to file a Notice of Exemption with the County Clerk, and DIRECT the General Services Director, or designee, to arrange for the payment of the handling fees to the Department of Conservation and Development and County Clerk for filing the Notice of Exemption. FISCAL IMPACT: Approval of the Lease will obligate the County to pay approximately $127,980 for the three-year term of the Lease, plus any increases in the Common Area Maintenance (CAM) expenses over the 2010 base year. The current fiscal year expense of $10,410 is budgeted in the FY 2009/2010 Department of Conservation and Development (DCD) budget. Subsequent fiscal year expenses will be budgeted in the DCD operating budget with no financial impact to the General Fund. BACKGROUND: The Department of Conservation and Development (DCD) currently occupies space at 3685 Mt. Diablo Blvd. and needs additional office space for their operations. By moving their offices to a new location within the building, DCD will gain approximately 580 square feet of additional office space for an additional $405 in monthly rent. The lease includes all building support services including custodial, maintenance, and utilities. CONSEQUENCE OF NEGATIVE ACTION: The County's current lease expires February 28, 2010. If the proposed lease is not approved, DCD will remain in their current location, which will provide insufficient operational space for DCD staff to provide services in the Lafayette area.
