the total payment limit by $255,806 to a new total payment limit not to exceed $908,194
with no change in the term of July 1, 2009 through June 30, 2010 to provide Transitional

No County Cost - $902,194 State Transitional Housing Program - Plus Funding; $6,000
Federal System of Care Grant. THP+ funds,
BACKGROUND:
Transitional Housing Program (THP) – Plus contracts provide support services to
emancipated foster youth up to age 24 who have been referred by the Independent Living
Skills Program (ILSP) staff. AB427 enabled the State to announce the availability of THP –
Plus funds to counties who were interested in providing transitional housing services to
emancipating foster youth. The State THP – Plus program funding includes 100% cost
reimbursement to counties delivering transitional housing services. In collaboration with
Children and Family Services and the University of California, Berkeley School of Social
Welfare, First Place for Youth (#21-243-9) only, will provide outreach services to engage
emancipated youth to participate in an Emancipated Youth Survey research project. $6,000
of Federal System of Care Grant funds will be utilized to fund the survey project.
Due to a reduction in State THP - Plus funds these amendments will decrease the total
contract payment limits while the services will continue at the same payment rate, resulting
in fewer youths served.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
These contracts support all five of the community outcomes established in the Children’s
Report Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth
Healthy and Preparing for Productive Adulthood”; 3) “Families that are Economically Self
Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are
Safe and Provide a High Quality of Life for Children and Families.” This is accomplished
through providing safe housing and support to assist youth while transitioning from foster
care to independent living.
