Approve and authorize the Health Services Director, or his designee (Wendel Brunner,
MD), to execute, on behalf of the County, Contract #22–611–25 with New Connections, a
non-profit corporation, in an amount not to exceed $298,000, to provide services to County
residents with HIV disease for the period from March 1, 2010 through February 28, 2011.
FISCAL IMPACT:
This Contract is 100% Federally-funded, by the State, through the Ryan White HIV/AIDS
Treatment Modernization Act of 2006, through an inter-governmental agreement with
Alameda County, who is the Grantee of these funds. No County funds are required
BACKGROUND:
This Contract meets the social needs of County’s population by providing substance-abuse
related counseling, advocacy, referral and placement service to County residents living with
HIV/AIDS disease who are also substance abusers to decrease their substance abuse,
improve and/or maintain their health status, and promote stability in their lives.

BACKGROUND: (CONT'D)
On March 31, 2009, the Board of Supervisors approved Contract #22–611–23 (as amended
by Contract Amendment Agreement #22–611–24) with New Connections for the period
from March 1, 2009 through February 28, 2010, for the provision of services to County
residents with HIV disease.
Approval of Contract #22–611–25 will allow Contractor to continue providing services
through February 28, 2011.
