APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to issue a Request for Proposal (RFP #1114) to provide intensive family preservation
services in support of the Promoting Safe and Stable Families Program (PSSF) in an amount
not to exceed $509,495.
FISCAL IMPACT:
$509,495: $168,000: 100% Federal Family Preservation (CFDA 93.556); $341,495: 30%
County Funding, 70% State Funding
BACKGROUND:
The Promoting Safe and Stable Families (PSSF) is a federal program that promotes healthy,
safe and stable families and neighborhoods through community-based, culturally competent
supportive services for families at risk or in crisis. PSSF funds five (5) different
collaborative networks across the county that provides a continuum of supportive services
to children and families living in the high-risk communities. These services include

BACKGROUND: (CONT'D)
classes, differential response case management, after school care, housing referrals,
mentoring, and gang prevention. In addition, PSSF also funds housing coordinator services,
post adoption services and also partially funds our Kinship and Family Preservation
programs.
This Request for Proposal (RFP) will solicit responses from community-based,
collaborative network that provide services in support of the County’s PSSF program.

This contract supports all of the community outcomes established in the Children’s Report
Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth Healthy
and Preparing for Productive Adulthood”; 3) “Families that are Economically Self
Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are
Safe and Provide a High Quality of Life for Children and Families,” by providing support to
families with children at risk of entering the Child Welfare System.
