APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to issue Request for Proposal (RFP) #1113, for the Family and Children's Trust Committee
(FACT) in an amount not to exceed $250,000 for parent choice child care subsidies for low
income working families and/or families with unemployed parent(s) in school or in
employment training programs for the period of July 1, 2010 through June 30, 2011.
FISCAL IMPACT:
$250,000 100% County Child Care Affordability Funds, Residual Employee Dependent
Care Account.
BACKGROUND:
In February 1997, the Contra Costa County Board of Supervisors (Board) approved a
recommendation from the Family and Human Services Committee (FHS) that the Family
and Children's Trust Committee (FACT) be responsible for establishing priorities for use of
the Child Care Affordability funds and recommending to the Board those agencies and
contract amounts to be supported with the funds.

Affordability Funds
In 2009 FACT undertook
BACKGROUND: (CONT'D)
a needs assessment process to establish the priority(ies) to be addressed in this Request for
Proposal (RFP). Meetings were held with staff from the primary child care agencies in the
County to discuss the most pressing needs and service gaps for child care services county
wide. That needs assessment incorporated results from those meetings, presentations from
local child care agencies, a survey with responses from child care consumers and agencies,
and the FACT Committee members review of the most current data.
As a result of the information gathered at the FACT meetings and presentations from local
child care agencies, analysis of the survey and the most current report data, the following
priority for use of the Child Care Affordability funds was established:
To provide parent choice child care subsidies for low income working families and/or
families with unemployed parents in school or in employment training programs.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
Contract(s) will support all five of the community outcomes: (1) "Children Ready for and
Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; (3) "Families that are Economically Self Sufficient"; (4) "Families that are
Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality
of Life for Children and Families" by availing high risk families, especially low income
families through affordable child care and direct services or subsidies, thereby insuring the
safety and health development of children, assisting in the stabilization of the family unit
and the provision for opportunities for individuals to complete their education and maintain
unsubsidized employment.
