ADOPT Resolution No. 2010/112 approving and authorizing the Public Works Director, or
designee, to file applications for the federal Jobs for Main Street Act of 2010 funding for the
Vasco Road Overlay Project and the Vasco Road Safety Improvements Project and stating
local support and assurances to complete the projects.
FISCAL IMPACT:
There is no fiscal impact to the General Fund. The Jobs for Main Street Act of 2010
requires that the road rehabilitation project (Vasco Road Overlay) be awarded within 90
days or funding is subject to reallocation. Approximately $1.895 million is anticipated for
the Vasco Road Overlay Project- Segment 1 and 2. For the Vasco Road Safety
Improvements Project funding is to be determined at a later date.
BACKGROUND:
The Jobs for Main Street Act of 2010 is pending approval by the Federal Government. The
purpose of the Jobs for Main Street Act is to stimulate the economy through investment in
infrastructure and the associated job growth required to construct improvements.

BACKGROUND: (CONT'D)
efforts with Caltrans, Metropolitan Transportation Commission (MTC) and the Contra
Costa Transportation Authority (CCTA) indicate that Contra Costa County is likely to
receive approximately $1.895 million for the Vasco Road Overlay-Segment 1 and 2
Project through the Jobs for Main Street Act of 2010 and the potential to receive funding
for the Vasco Road Safety Improvements Project. Approval of this board order and
accompanying Resolution of Local Support will allow staff to move forward with
processing the allocation of funds for the project.
The funding constraints require "shovel ready" projects that can be delivered in a short
time frame. Contra Costa County, similar to all cities and counties, provided MTC, the
Metropolitan Planning Organization (MPO) for Contra Costa County, with funding
applications for "shovel ready" projects. The Vasco Road Overlay - Segment 1 and 2
Project was selected based upon several factors: the current pavement condition, the
average daily traffic on Vasco Road, "shovel ready" design, and collisions experienced in
the recent past.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve the submittal of this application will eliminate a potential funding
source.
