BACKGROUND: On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/337, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following year. The attached report fulfills this requirement for the Byron Municipal Advisory Council. Disaster Response a.) Emergency response issues 1) Sources of water a. Map sources of water in rural areas and provide to appropriate members of East Contra Costa Fire Protection District 2) Weed abatement a. Notify compliance division when weed abatement is needed 3) Awareness of handicapped and housebound a. Within Byron area, send out questionnaire to determine locations of the following: i. House bound individuals ii. Elderly iii. Handicapped iv. Electrical dependency for medical equipment Latch key children b. Initiate plan to provide assistance to these individuals b.) Flood possibilities and response emergencies 1) Delta Levees and Dam failure a.) How will residents be warned? b.) What emergency services need to be provided? c.) Invasion/Human Threat d.) Railroad disaster e.) Earthquake a. Same questions as Flood f.) House numbering a. Can we institute a system of house numbering which is readily visible by emergency vehicles in both day and night conditions? b. Cost and availability c. Check with Knightsen g.) Access to privately gated areas a. Verification that all emergency response agencies have access to gated communities. b. How is this updated? 2.) Take part in Heart Healthy Community project and encourage CPR training for community leaders, teachers, business owners and other interested parties. Purchase/get donation of equipment for cardiac arrest response and train key individuals on its use. 3.) Traffic Control a. Research possibility of electric/solar speeds signs on Camino Diablo b. Increase Pedestrian Safety 4.) Work to get Park Dedication Fees out into the Byron Community a.) Downtown Byron Beautification b.) New Sidewalks (County?) c.) Tree planting, irrigation and maintenance d.) Caboose Area 2009 BYRON MAC WORK PLAN Dump Day:In May Byron MAC held its annual Dump Day. The disposal company brought multiple dumpsters, general garbage, tree/wood, metal and a tire bin was added this year. There is no charge however donations were accepted. Flyers had been sent to Byron residents. It is a wonderful opportunity for the community to do a clean up. Code Enforcement: Byron MAC has a representative in the monthly meeting with Code Enforcement held at the Supervisor’s Office to discuss code enforcement issues in the community. Complaints of the community are taken to this Board. Mostly junkyard conditions were investigated and resolved. The Great Trail: A request was made by Linda Fiack of Delta Protection for participation of the Chair to act as a technical advisor for the Byron area. This will link Martinez with Stockton in one trail for biking and hiking. Weed Abatement: The Byron MAC members worked with the East Contra Costa Fire Protection District to pinpoint parcels in the Byron area that needed weed abatement. Park Dedication Funds: The Byron MAC has begun to move forward with efforts to mirror actions by the Knightsen TAC and recommend allocation of the Park Dedication Funds from the Byron area for use on the Excelsior School campus. Camino Diablo Speed Survey: The Byron MAC worked with the Contra Costa Public Works Department, California Highway Patrol and the community regarding the portion of Camino Diablo that was previously designated as 25mph. Through many discussions the group decided to move forward with a speed survey which in turn allowed the California Highway Patrol to ticket in this area. The speed limit is now 35 mph.
