HomeMy WebLinkAboutMINUTES - 02232010 - C.62RECOMMENDATION(S): AUTHORIZE the Conservation and Development Director or designee to execute a contract amendment with BMS Design Group to increase the contract amount by $24,000 for a total contract maximum of $250,000 for the Bailey Road Pedestrian and Bicycle Improvement Project and to extend the termination date from June 30, 2010 to July 30, 2010. FISCAL IMPACT: NONE to the General Fund. The additional $24,000 being added to the planning contract will be paid from the Navy Mitigation Fund Expenditure Plan adopted by the Board of Supervisors in June 2008. The increased contract amount being proposed is within the amount of funds allocated for this project in the expenditure plan. BACKGROUND: The Board of Supervisors on March 3, 2009 approved a contract of up to $226,000 with BMS Design Group of San Francisco, the lead consulting firm in the County's Bailey Road Pedestrian and Bicycle Improvement Project. As the planning project has proceeded, it became evident that additional work was necessary beyond the original scope included in the contract with BMS Design Group. The tasks include additional traffic analysis needed for one of the alternative plans under consideration, and additional meetings with Caltrans and BART that were not included in the original work scope. The additional work will enable the consultants and County staff to arrive at well-informed recommendations about changes to Bailey Road that will improve pedestrian and bicycle safety while minimizing impacts on traffic flow and meeting Caltrans' approval for changes to the State Route 4 freeway ramps at Bailey Road, which are under Caltrans jurisdiction. The additional work costs $23,688. Staff recommends increasing the maximum contract amount by $24,000 to cover any additional small incidental expenses. The additional contract cost will be paid from the County's Navy Mitigation Fund Expenditure Plan, adopted by the Board of Supervisors in June 2008. That plan allocates $1.5 million in available Navy Mitigation Funds for planning, design and construction of the Bailey Road Pedestrian and Bicycle Improvement Project. The revised maximum amount for the contract with BMS Design Group will be $250,000 pending approval of this item by the Board of Supervisors. The Board also is asked to extend the termination date of the contract by one month to accommodate the additional work. This would change the termination date to July 30, 2010. CONSEQUENCE OF NEGATIVE ACTION: Staff will have to make signifcant reductions in the costs of the remaining Bailey Road planning process which will render it difficult to determine the best improvement plan for Bailey Road.
