APPROVE and AUTHORIZE the Director of Child Support Services, or her designee, to
execute an Interagency Agreement with Marin County Department of Child Support
Services, a government agency, to pay the County an amount not to exceed $15,527, to
provide Early Intervention Delinquency Prevention Services, for the period of March 1,
2010 through September 30, 2010.
FISCAL IMPACT:
Approval of this Interagency Agreement will result in a total payment to the County, not to
exceed $15,527 during the term of the Agreement. No County matching funds required.
BACKGROUND:
The California State Department of Child Support Services has issued a statewide mandate
for local child support agencies to focus on early intervention efforts to prevent payment
delinquency and increase collections. On September 22, 2009, the Board of Supervisors
authorized the Director of Child Support Services to execute a contract with Maximus, Inc
to provide a

BACKGROUND: (CONT'D)
delinquency prevention pilot program. The pricing structure of the program is discounted
based upon the volume of cases submitted to be processed. Due to the statewide focus on
early intervention efforts, other agencies, including Marin County Department of Child
Support Services, have requested to submit their cases, with Contra Costa County to
increase the volume of cases submitted and thereby reduce the per case cost. This is a
collaborative effort to address the State mandate and to accomlish this task in a cost efficient
manner by leveraging the buying power of the group as a whole.
Approval of this Interagency Agreement will allow Marin County Department of Child
Support Services to pay Contra Costa County for early intervention deliquency prevention
services that were specifically applied to their Agency's caseload.
