(M 129 Rev. 7/77) SEE INSTRUCTIONS ON REVERSE SIDE ;jam J BUDGET UNIT 460242 APPROPRIATION ADJUSTMENT February 14, 1985 EXPLANATION OF REQUEST (Continued) to be installed is similar to that currently in use by each of our offices. The matter of deciding lease verus purchase of equipment has been discussed at great lengths with Willard Wehe, the Telecommunications Manager of the Public Works Department. He strongly recommended that we purchase the equipment. The Public Work Department is preparing a specification so that a public announcement can be made to telecommunications vendors to submit bid proposals by a date to be determined by the Public Works Department. In addition to the cost contained within this adjustment for the acquisition and installation of the equipment by a private contractor, it will cost approximately $3,000 for Pacific Bell to install the 39 telephone lines that will be needed by the Concord office. This cost will be absorbed within our Account 462110, Org. 462835 (Concord office) . The monthly rental cost of these telephone lines will approximate $1,350. If we are unable to proceed on a timely basis with this adjustment, we will have no choice but to continue to rent equipment from AT&T. Our original estimate of a monthly rental charge from AT&T was about $600 per month. Since this estimate was prepared we have had to add about $50 to this estimate. Therefore, the monthly cost of renting equipment from AT&T would be about $650 and we would encounter a one-time installation charge of about $4,000. This would make our first year rental costs about $11,800. This compares with a first year cost of buying a new system which would be $18,500. Not too favorable. However, when comparing second year costs, we commence to realize a slight savings in the purchased system over the rented system. Second year costs of the AT&T rented system would be about $19,600. This compares with second year costs of the purchased system which would still be $18,500. This results in a net savings of about $1,100. It is obvious that the purchased system is much more cost effective than the rented system. We do not intend to enter into a maintenance contract with a private party if we buy the new system. We have been advised that it is much more cost effective to have an arrangement with a telecommunications firm to make repairs or installations on the basis of time and materials. Of course if we have trouble with our telephone lines, Pacific Bell will have to maintain them.
