ADOPT Resolution No. 2010/96 approving and authorizing the County Probation Officer,
or designee, to apply for and accept, upon approval of a cash match waiver, a grant from the
U.S. Department of Justice, Second Chance Act Prisoner Re-entry Initiative grant in an
amount not to exceed $2,250,000 for the development and implementation of the Juvenile
Offender Re-entry Program for youth returning to the community from the Orin Allen
Youth Rehabilitation Facility, Youthful Offender Treatment Program, and out-of home
placement for the period July 1, 2010 through June 30, 2013.
FISCAL IMPACT:
$2,250,000; 50% Federal funds, 25% in-kind and 25 % cash match required. Waiver request
for cash match will be submitted. Potential could be up to $750,000 annually for a three
year performance period. CFDA No. 16.812.
BACKGROUND:
The purpose of this program is to expand and enhance re-entry services for those youth who
have been committed to the Orin Allen Youth Rehabilitation Facility, Youthful Offender

BACKGROUND: (CONT'D)
Treatment Program, and out-of-of county ranches. Approximately 30% of youth
committed to one of two programs within the county or sent to out-of county ranches are
identified as high-risk youth. While in residence, youth participate in intensive
programming and work closely with Probation staff while in the programs in preparation
for their release into the community. Without intensive aftercare support services, these
youth are at great risk to re-offend and re-enter the justice system at the juvenile or adult
level. To improve recidivism outcomes by at least 50%, the Probation Department
recognizes that comprehensive aftercare services are needed. Facilitating successful
re-entry into the community, the Probation Department will operate an enhanced juvenile
offender day reporting program coordinating the release of youthful offenders to their
families in the community. The program involves a high degree of collaboration between
public agencies with a design supported by evidenced-based programming. Services to be
included are education and employment related, the two highest needs as identified by
the youth and their families, as well as mental health counseling, housing referrals,
substance abuse counseling, victim services, job training, and referrals to benefit
programs. The center will be able to provide transportation and nutritious food to those
youth with that need. The center will be able to provide ongoing cognitive treatment
services in a safe environment for those not yet able to return to high school or
transitioning into college. The Probation Department is developing a juvenile five year
re-entry strategic plan, to which this "one-stop shop" is critical for success.
