ADOPT resolution No. 2010/105 approving and authorizing the Public Works Director, or
designee, to submit a Statewide Park Program Grant Funds Application in the total amount
of $900,000 for Fiscal Years 2010/2012 for the improvements to Montalvin Park, San
Pablo. (District I)(No Fiscal Impact)
FISCAL IMPACT:
No Impact to the General Fund revenues. Costs for the filing of the application will be
funded by County Service Area M-17 and other administrative funds.
BACKGROUND:
Montalvin Park is an 8.6 acre park located on Denise Drive in San Pablo (District I). The
park is separated into two sections by a non-irrigated slope with native shrub. Amenities
found on the upper portion of the park include beautiful views of the Bay, picnic tables with
BBQs, a tennis court and basketball courts surrounded by shrub and trees. The lower portion
includes a pedestrian pathway surrounding a turf field, a children’s memorial, picnic tables

circular play area with a composite play structure for ages 5-12, an age 2-5 play house
and swings with two belt seats and two bucket seats. The single access road, Denise
Drive, runs along the west edge of the park and provides parking spaces for the amenities
listed.
The plan to improve Montalvin Park originated from a series of community meetings
involving the Montalvin Manor Redevelopment Citizen’s Advisory Committee, Contra
Costa County’s Supervisor’s District I Office, Redevelopment, and Public Works
Departments. The meetings were facilitated by a landscape architect and the community
chose a design that would enhance the park in four ways: 1.) to provide a stronger and
clear central entrance and bring the focus of activities within close proximity to the
parking area, 2.) to enhance safety by providing higher visibility to park uses by
concentrating activities in a more visible area, by adding the sport court, near the parking
area, 3.) to provide visual enhancement of the site through various planting areas, such as
a rose garden and new planting area using native plants that improve the existing
plantings, snf 4.) to provide ADA improvements to the parking area and accessible
circulation to the new improvements. The project is ready for bid and was due to begin
construction in summer 2010.
Due to an increase in foreclosed homes in the Montalvin community, the revenue from
parcel taxes has decreased, causing funds that were originally earmarked for the
construction of this project to remain on hold until the economy turns around. With the
Statewide Park Development and Community Revitalization Program of 2008
(Proposition 84) the County has an opportunity to acquire the remaining funds needed to
complete this project and to meet the needs of the citizens in the Montalvin area.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board approval to submit this grant application, Public Works would be unable
to request State funds for the improvements at Montalvin Park.
