1. RESCIND Resolution 2006/463 providing for Animal Services fees effective August 15,
2006; and
2. ADOPT Resolution 2010/120 establishing a new Animal Services Fee Schedule effective
February 23, 2010.
FISCAL IMPACT:
The revised fee schedule is intended to cover a portion of the cost for new and existing
services provided by the Animal Services Department. It is estimated that the proposed fee
increases will generate approximately $80,000 in additional annual revenue, which will be
included in both the current and future Department budgets.
BACKGROUND:
On August 16, 2006, the Board of Supervisors adopted Resolution No. 2006/463 providing
for Animal Services Department fees. Since 2006 the Department's cost of providing some

services has increased. The Animal Services Director has conducted a fee study and has
determined that an increase in certain fees and the creation of new fees are necessary in
order to cover the costs of the services provided by the Animal Services Department. As
such, the Animal Services Department must adjust its fee schedule accordingly in order to
cover the increased costs of providing these services.
A summary of the changes and additions to the fee schedule are as follows:
BACKGROUND: (CONT'D)
Add a fee of $5.00 to adopt a rabbit.
Increase the daily large animal boarding fee for cows, bulls, steers, burros, horses,
sheep, lambs, goats, hogs and other large animals from $25.00 to $35.00.
Increase the daily large animal quarantine fee from $35.00 to $50.00.
Add a transport fee of $75.00.
Increase the fee to surrender a licensed dog or cat from $20.00 to $30.00.
Increase the fee to surrender an unlicensed dog or cat from $40.00 to $50.00.
Increase the fee to surrender a miscellaneous animal 20 to 100 lbs from $40.00 to
$75.00.
Increase the pick up fee for owned animals under 100 lbs, dead or alive, from $50.00 to
$75.00.
Adjust the pick up fee for animals over 100 lbs at veterinary hospitals to actual cost
with a minimum charge of $75.00.
Adjust the pick up fee for animals over 100 lbs at veterinary hospitals to actual cost
with a minimum charge of $225.00 that require the use of special equipment.
Increase the fee to service a trap in the field from $50.00 to $100.00.
Increase the home inspection fee for dangerous/potentially dangerous animals from
$75.00 to $100.00.
Increase the fee for microchips from $15.00 to $20.00.
Increase the F.V.R.C.P. vaccination fee from $12.00 to $13.00.
Increase the Rabies (dog and cat) vaccination fee from $5.00 to $6.00.
Increase the Feline Leukemia vaccination fee from $12.00 to $13.00.
Add a DA2PPL vaccination for which the fee will be $13.00.
Increase the Bordetella vaccination fee from $7.00 to $13.00.
Add a Medical Treatment Level One service for a fee of $10.00.
Add a Medical Treatment Level Two service for a fee of $15.00.
Add a Medical Treatment Level Three service for a fee of $25.00.
Add a Medical Treatment Level Four service for a fee of $90.00.
Add a Medical Treatment Level Five service for a fee of $150.00.
Add a Medical Treatment Level Six service for a fee of $300.00.
Add a daily fee of $20.00 if a rabbit is not claimed on time after surgery or other
treatments.
The data indicating the cost or estimated cost of providing the above referenced services
is set forth in the documents titled "Justification of 2010 Fee Adjustments" and "Animal
Services Department 2010 Fee Analysis" submitted concurrently with this Board Order.
No fees charged exceed the amount allowable by statute or the amount required to
provide the service or enforce the regulation.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to adopt this fee schedule will result in a loss of revenue to the Department.

ANIMAL SERVICES DEPARTMENT
2010 Fee Analysis
1. Adoption Fee for Rabbit $5.00 per day (an increase of $5.00)
Clerical Time: Five minutes for each adoption.
Clerical personnel are responsible for processing the required paperwork and the entering of any necessary data
into the Chameleon software system.
Animal Services Technician Time: 10 minutes for each adoption.
The Animal Services Technician is responsible for securing and transporting the animal from the kennel to the front
counter.
2. Large Animal Boarding Fees $35.00 per day (an increase of $10.00)
Animal Services Technician Time: 30 minutes per day.
The Animal Services Technician is responsible for providing food, water and maintaining a clean environment for
each animal as needed throughout each day.
Registered Veterinary Technician Time: Twelve minutes per day.
Veterinarian Time: Twelve minutes per day.
The Registered Veterinary Technician and Veterinarian work as a team performing health evaluations on each
animal every day to: (1) ensure that the animal remains healthy while in the shelter, or (2) monitors and addresses
any identified health concerns that the animal may have.
3. Large Animal Quarantine $50.00 per day (an increase of $15.00)
Animal Services Technician Time: One hour per day.
The Animal Services Technician is responsible for providing food, water and maintaining a clean environment for
each animal as needed throughout each day.
Registered Veterinary Technician Time: Twelve minutes per day.
Veterinarian Time: Twelve minutes per day.
The Registered Veterinary Technician and Veterinarian work as a team performing health evaluations on each
animal every day to: (1) ensure that the animal remains healthy while in the shelter, or (2) monitors and addresses
any identified health concerns that the animal may have.
4. Transport Fees for owned animals is a minimum charge of $75.00 with billing at actual cost (an increase
of $75.00)
Officer Time: One hour and 20 minutes for each pick up.
Officers are responsible for driving to the required location, load and unload animal, process necessary paperwork,
and input required data into Department’s Chameleon software system.

Clerical Time: 30 minutes for each pick up.
Clerical personnel are responsible for handling the dispatch call(s) requesting the initial service, process the
required paperwork and enter required data into the Department’s Chameleon system.
5. Surrender Fees Licensed Live Dog or Cat $30.00 (an increase of $10.00)
Animal Services Technician Time: 20 minutes for each surrender.
The Animal Services Technician is responsible for securing and transporting the animal from the lobby to a clean
kennel where the animal is provided both food and water.
Clerical Time: 15 minutes for each surrender.
Clerical personnel are responsible for processing the required animal surrender paperwork as well as entering
required data into the Department’s Chameleon software system.
Registered Veterinary Technician Time: 16 minutes for each surrender.
Veterinarian Time: 16 minutes for each surrender.
The Registered Veterinary Technician and Veterinarian work as a team to perform an initial health evaluation for
each surrendered animal to: (1) assess the animal’s condition and, (2) provide whatever health care is deemed
necessary.
6. Surrender Fees Unlicensed Live Dog or Cat $50.00 (an increase of $10.00)
Animal Services Technician Time: 20 minutes for each surrender.
The Animal Services Technician is responsible for securing and transporting the animal from the lobby to a clean
kennel where the animal is provided both food and water.
Clerical Time: 20 minutes for each surrender.
Clerical personnel are responsible for processing the required animal surrender paperwork as well as entering
required data into the Department’s Chameleon software system. Unlicensed animals take more time to process
than licensed animals.
Registered Veterinary Technician Time: 16 minutes for each surrender.
Veterinarian Time: 16 minutes for each surrender.
The Registered Veterinary Technician and Veterinarian work as a team to perform an initial health evaluation for
each surrendered animal to (1) assess the animal’s condition and, (2) provide whatever care is deemed necessary.
7. Surrender Fees Miscellaneous animal 20 to 100 pounds $75.00 (an increase of $35.00)
Animal Services Officer Time 55 Minutes for each surrender.
The Officer is responsible for driving to the surrender location, secure and place the surrendered animal in the
vehicle, transport the animal back to the shelter or to the barn to a secure kennel/pen and provide food and water.
Clerical Time: 20 minutes for each surrender.
Clerical personnel are responsible for processing the required animal surrender paperwork as well as entering
required data into the Department’s Chameleon software system.
Registered Veterinary Technician Time: 16 minutes for each surrender.

Veterinarian Time: 16 minutes for each surrender.
The Registered Veterinary Technician (RVT) and Veterinarian work as a team to perform an initial health evaluation
for each surrendered animal to assess the animal’s condition and provide whatever care is deemed necessary.
8. Pick Up Fees for Owned Animals under 100 Pounds a minimum charge of $75.00 (an increase of $25.00)
Officer Time: One hour and 20 minutes for each pick up.
Officers are responsible for driving to the required location, secure animal, load animal, return to the shelter, unload
animal, process necessary paperwork, and input required data into the Department’s Chameleon software system.
Clerical Time: 30 minutes for each pick up.
Clerical personnel are responsible for handling the dispatch call(s) requesting the initial pick up service, process the
required surrender paperwork and enter required data into the Department’s Chameleon software system.
9. Pick Up Fees for owned animals involving special equipment a minimum charge of $225.00 with billing at
actual cost
Officer Time: Two Officers, One hour and 30 minutes for each pick up.
Officers are responsible for securing the special rental equipment, driving to the required location, load and unload
animal, take special equipment back, process necessary paperwork, and input required data into Department’s
Chameleon software system.
Clerical Time: 30 minutes for each pick up.
Clerical personnel are responsible for handling the dispatch call(s) requesting the initial service, process the
required paperwork and enter required data into the Department’s Chameleon system.
10. Servicing Trap in Field $100.00 (an increase of $50.00)
Clerical Time: 12 minutes for each request.
Clerical personnel are responsible for processing the required paperwork and the entering of any necessary data
into the Chameleon software system.
Animal Services Technician Time: 15 minutes for each request.
The Animal Services Technician is responsible for securing clean space in the kennel for the animal, safely
transporting the animal from the vehicle to the kennel area and providing the animal with food and water.
Officer Time: Two hours for each request.
The Officer is responsible for driving to the trap location, contacting the interested party to determine the location of
the trap, accessing and emptying the trap, load the animal into the vehicle, retrieve the trap, drive back to the
shelter and completing all of the necessary paperwork.
11. Home Inspections $100.00 (an increase of $25.00)
Officer Time: Two hours for each home visit.
Officers are responsible for performing the home inspection, making suggestions/recommendations to the owner
answering questions, talking with neighbors and writing the final report.
Lieutenant Time: 15 minutes for each home visit.

Lieutenants are responsible for performing an internal records and background information review as well as
the final review of the officer’s draft home inspection report.
Clerical Time: 15 minutes for each home visit.
Clerical personnel are responsible for inputting all of the relevant file information on the home inspection
into the Department’s Chameleon software system.
Dispatch Time: 15 minutes for each home visit.
The Dispatcher is responsible for notifying the appropriate Officer in the field of the scheduled inspection, provide
Officer with all applicable information, follow up with Officer for completion of call and update the Chameleon
software system.
12. Microchip Fees $20.00 (an increase of $5.00)
Clerical Time: Four minutes for each procedure.
Clerical personnel are responsible for communicating with the animal’s owner, processing the required microchip
paperwork and entering all required data into the Department’s Chameleon software system.
Animal Services Technician Time: 10 minutes for each procedure.
The Animal Services Technician is responsible for securing and transporting the animal to and from where the
animal is located to the surgery area where the microchip device is inserted.
Registered Veterinary Technician Time: Seven minutes for each procedure.
The Registered Veterinary Technician (RVT) is responsible for prepping the animal for the microchip procedure.
Veterinarian Time: Five minutes for each procedure.
The Veterinarian is responsible for making the incision, inserting the microchip, and suturing the incision.
The current average cost of the microchip device including tax is $4.25.
13. Miscellaneous Vaccinations
F.V.R.C.P. - 3 in 1 Combination (cat) $13.00 (an increase of $ 1.00)
Feline Leukemia $13.00 (an increase of $ 1.00)
DA2PPL – 5 in 1 Combination (dog) $13.00 (an increase of $13.00)
Bordetella $13.00 (an increase of $ 6.00)
Clerical Time: Four minutes for each vaccination.
Clerical personnel are responsible for communicating with the animal’s owner, completing the required vaccination
paperwork and entering all vaccination related data into the Department’s Chameleon software system.
Animal Services Technician Time: 10 minutes for each vaccination.
The Animal Services Technician is responsible for securing and transporting the animal to and from where the
animal is located to where the vaccination is being given.
Veterinarian Time: Three minutes for each vaccination.

The Veterinarian is responsible for vaccinating the animal.
The average cost of the vaccination including tax is $2.26.
14. Rabies Vaccination $6.00 (an increase of $1.00)
Clerk Time: Four minutes for each vaccination.
Clerical personnel are responsible for communicating with the animal’s owner, completing the required rabies
vaccination paperwork and entering all Rabies related data into the Department’s Chameleon software system.
Animal Services Technician Time: Ten minutes for each vaccination.
The Animal Services Technician is responsible for securing and transporting the animal to and from where the
animal is located to where the rabies vaccination is being given.
Veterinarian Time: Three minutes for each vaccination.
The Veterinarian is responsible for vaccinating the animal.
The average cost of the rabies vaccination including tax is $1.50.
15. Medical Treatment Level One $10.00 (new fee) replaces Other Veterinary Treatments’ Level’s One, Two
and Three
Registered Veterinary Technician Time: Ten minutes per treatment.
The Registered Veterinary Technician (RVT) is responsible for performing an initial screening of the animal and the
issuance of health care prescriptions and/or products
The current estimated cost of the medical products and/or supplies used for this service is $4.45.
16. Medical Treatment Level Two $15.00 (new fee)
Registered Veterinary Technician Time: Seven minutes per treatment.
The Registered Veterinary Technician is responsible for assisting the Veterinarian in performing an initial screening
of the animal and to either perform or assist in performing minor medical procedure(s) that requires up to 15
minutes of combined medical staff time.
Veterinarian Time: Seven minutes per treatment.
The Veterinarian is responsible for performing an initial screening of the animal and to perform minor medical
procedure(s) that requires up to 15 minutes of combined medical staff time.
The current estimated cost of the medical products and/or supplies used for this service is $3.50.
17. Medical Treatment Level Three $25.00 (new fee)
Registered Veterinary Technician Time: Eleven minutes per treatment.
The Registered Veterinary Technician is responsible for assisting the Veterinarian in performing an initial screening
of the animal and to either perform or assist in performing minor medical procedure(s) that requires between 16 and
30 minutes of combined medical staff time.

Veterinarian Time: Eleven minutes per treatment.
The Veterinarian is responsible for performing an initial screening of the animal and to perform a medical
procedure(s) that requires between 16 and 30 minutes of combined medical staff time.
The current estimated cost of the medical products and/or supplies used for this service is $6.40.
18. Medical Treatment Level Four $90.00 (new fee)
Registered Veterinary Technician Time: 40 minutes per treatment.
The Registered Veterinary Technician (RVT) is responsible for assisting the Veterinarian in performing an initial
screening of the animal and to either perform or assist in performing a medical procedure(s) that will result in the
animal being hospitalized for a period of one and two days. Both the Veterinarian and RVT will monitor the animal’s
health on a daily basis during its hospitalization.
Veterinarian Time: 40 minutes per treatment.
The Veterinarian is responsible for performing an initial screening of the animal and to perform a medical
procedure(s) that will result in the animal being hospitalized for a period of one and two days. Both the Veterinarian
and RVT will monitor the animal’s health on a daily basis during its hospitalization.
The current estimated cost of the medical products and/or supplies used for this service is $22.12.
19. Medical Treatment Level Five $150.00 (new fee)
Registered Veterinary Technician Time: One hour and ten minutes per treatment.
The Registered Veterinary Technician is responsible for assisting the Veterinarian in performing an initial screening
of the animal and to either perform or assist in performing a medical procedure(s) that will result in the animal being
hospitalized for a period of three to five days. Both the Veterinarian and RVT will monitor the animal’s health on a
daily basis during its hospitalization.
Veterinarian Time: One hour and ten minutes per treatment.
The Veterinarian is responsible for performing an initial screening of the animal and to perform a medical
procedure(s) that will result in the animal being hospitalized between three and five days. Both the Veterinarian and
RVT will monitor the animal’s health on a daily basis during the hospitalization period.
The current estimated cost of the medical products and/or supplies used for this service is $34.92.
20. Medical Treatment Level Six $300.00 (new fee)
Registered Veterinary Technician Time: Two hours and ten minutes per treatment.
The Registered Veterinary Technician is responsible for assisting the Veterinarian in performing an initial screening
of the animal and to either perform or assist in performing a medical procedure(s) that will result in the animal being
hospitalized for a period in excess of days. Both the Veterinarian and RVT will monitor the animal’s health on a
daily basis during the hospitalization period.
Veterinarian Time: Two hours and ten minutes per treatment.
The Veterinarian is responsible for performing an initial screening of the animal and to perform a medical
procedure(s) that will result in the animal being hospitalized in excess of five days.
The current estimated cost of the medical products and/or supplies used for this service is $74.86.

21. Late Pick Up Fee
Animal Services Technician Time: 15 minutes per day.
The Animal Services Technician is responsible for providing food, water and maintaining a clean environment for
each animal as needed throughout each day.
Registered Veterinary Technician Time: Eight minutes per day.
Veterinarian Time: Eight minutes per day.
The Registered Veterinary Technician and Veterinarian work as a team performing health evaluations on each
animal every day to: (1) ensure that the animal remains healthy while in the shelter, or (2) monitors and addresses
any identified health concerns that the animal may have.
