HomeMy WebLinkAboutMINUTES - 02191985 - T.2 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY , CALIFORNIA Adopted this Order on February 19, 1985 , by the following vote: AYES: Supervisors Powers , Schroder , Torlakson, Fanden NOES: None ABSENT': Supervisor McPeak ABSTAIN: None RESOLUTION NO . 85/87 -------------------------------------------------------------------- SUBJECT: Directing County Planning Director and Chief Engineer of the Contra Costa 'County Flood Control and Water Conservation District to assist and support community efforts to secure additional funding for creek enhancement and recreational facility work for the Wildcat- San Pablo Creeks Project , Project No. 7505-6F8186. WHEREAS this Board as the Board of Supervisors of Contra Costa County and as the Governing Board of the Contra Costa County Flood Control and Water Conservation District has ADOPTED by Resolution 85/86 recommendations of the Wildcat/San Pablo Creeks Citizens Advisory Committee and the Chief Engineer to request the Army Corps of Engineers to implement the "Selected Plan" for Phase I portions of Wildcat and San Pablo Creeks; and WHEREAS this Board in said resolution DIRECTED the County Planning Director and the Chief Engineer of the District to explore , in cooperation with the community, all avenues for the attainment of additional funding for creek enhancement and recreational facility elements; and WHEREAS this Board recognizes the need for such funding, urges all project-related public agencies to participate in funding such desirable enhancement and recreational amenities , including but not limited to local share costs for land and damages , relocations and future maintenance , associated with flood control projects com- ponents including: set-back levees , low-flow meander channel con- sistent with the Army Corps of Engineers' set-back levee alternative approach , and gabion wall structures in order to maximize the use of the stream meander courses; preserve existing riparian vegetation; prevent adverse impacts on Rare and Endangered Species; restoration of the tidal circulation on the marshes; lower sediment maintenance costs; develop regional trails in cooperation with the East Bay Regional Park District; to utilize the state-of-the-art safety measures to maximize the safety of children, particularly in the area of Verde School; and to maximize the opportunity for developing a local education and environmental program for the community of North Richmond with, the objective to minimize the use and adverse impacts of concrete structures; NOW THEREFORE BE IT RESOLVED that this Board , as the Board of Supervisors of Contra Costa County and as the Governing Board of the Contra Costa County Flood Control and Water Conservation District hereby DIRECTS the County Planning Director and Chief Engineer to actively assist and support community efforts to secure additional funding for these components by providing such assistance as requirements for data and completion of grant applications as necessary. BE IT FURTHER RESOLVED that this Board hereby REQUESTS the local State and Federal legislators to report to this Board upon the assurances that funding for these flood control components are available . -1- BE IT FURTHER RESOLVED that in the event that funds have been raised for these flood control components this Board REQUESTS that the Army Corps of Engineers report to this Board, .in public session, with a proposal for how these components can be integrated Into their flood control plan. BE IT FURTHER RESOLVED that the Wildcat/San Pablo Creeks Citizens Advisory Committee of the Contra Costa County Board of Supervisors is REQUESTED to work with the agencies involved in accomplishing these goals and to report to the Board quarterly on progress . Requesting FY , 1986 Construction, Richmond-San Pablo Area, Project No. 7505-6F8186. WHEREAS the flooding in the lower reaches of Wildcat and San Pablo Creeks has been a recurring problem to the community and severely impacts the economic welfare and quality of life for the residents of the area; and WHEREAS the Chief Engineer has recommended that this Board adopt the Corps of Engineers' Selected Plan as the plan of improvement for the Phase I portion of Wildcat and San Pablo Creeks and that as much as possible the environmental and visual impacts of a conventional earth trapezoidal channel with levees should be reduced by selective widening and varying of the channel conf figuration; and WHEREAS the City of San Pablo and the Chief Engineer recommend that additional alternatives be investigated for the Phase II portion of Wildcat and San Pablo Creeks; and WHEREAS this Board on May 17, 1983 in Resolution No. 83/716 indicated its support for the project and its willingness to meet the new 35% minimum non-federal cost-sharing guidelines subject to the conditions stated in said resolution; and WHEREAS the District has accumulated sufficient funds to meet its share of the non-federal costs for the Corps of Engineers' Selected Plan for the Phase I reach on both Wildcat and San Pablo Creeks; and WHEREAS this Board on December 18, 1984 created a Flood Control Advisory Committee to review the Corps of Engineers' Selected Plan and the Modified Plan proposed by the Urban Creeks Council and to hold community meetings to receive local input; and WHEREAS the Flood Control Advisory Committee has held six public meetings in the community and nine of the eleven committee members recommend that the Corps of Engineers' Selected Plan for Phase I be implemented, that the plan should include creek enhancement and recreational facilities subject to the availability of outside funding for implementation and maintenance of said features, and that under no condition should the inclusion of these enhancements or the acquisition of funds for these enhancements delay or prevent the timely and orderly progression of events necessary to begin construction of the Corps of Engineers' Selected Plan i in fiscal year 1986. NOW THEREFORE BE IT RESOLVED that this Board, as the Board of Supervisors of Contra Costa County and as Lhe Governing Board of t`c Contra Costa County Flood Control and Water Conservation District, hereby ADOPTS the recommendations of the Flood Control Advisory Committee and the Chief Engineer and REQUESTS the Army Corps of Engineers to implement the Selected Plan for the Phase I portions of Wildcat and San Pablo Creeks and to postpone improvements for the Phase II portion pending further study by staff and the City of San Pablo.; RESOLUTION NO. 85/ 86 IT IS FURTHER RESOLVED that the County Planning Director and the Chief Engineer of the District are DIRECTED to work with the community in exploring all avenues for additional funding for .creek enhancement and recreational facility work. IT IS FURTHER RESOLVED that this Board hereby REQUESTS the support of Senator Alan Cranston, Senator Pete Wilson and Congressman George Miller in securing funding for construction of the Selected Plan improvements for Phase I in fiscal year 1986.
