Dehaesus Centra Director of Planning Costa DATE: February 8, 1985 County SUBJECT: Recommendation of the Housing and Community Development Advisory Committee for 1985-86 CDBG Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1. Approve the recommendations of the Housing and Community Development Advisory Committee. 2. Adopt the Proposed Statement of Community Development Objectives.and Projected Use of Funds as .the Final_ Statement of Community Development Objectives and Projected Use of Funds. 3. Assure and certify that the County will comply with the regulations, policies, guide- lines and requirements with respect to the acceptance and use of federal funds for this federally assisted program and give assurances and certify compliance with the attached list of certifications. 4. Authorize the Chairwoman to- execute the appropriate documents and transmittal letter for submission to HUD by the Director.of Planning. BACKGROUND AND JUSTIFICATION This is the eleventh year of the Community Development Block Grant Program which is intended to primarily benefit low and moderate income persons in the Urban County. The 1985-86 program recommended by .the Housing and Community Development Advisory Committee provides that all funds will be utilized to benefit low and moderate income persons. On July 18, 1984 the Board of Supervisors adopted an allocation system for the Use of the Community Development Block Grant, which emphasizes housing and economic development while providing some funds and consideration for other types of activities. The July 18 action also created a new Housing and Commmunity Development Advisory Committee which was appointed by the Board by formula and began work in October 1984 on this recommendation. The Committee held numerous meetings including two public hearing and two full meetings for presentations by activity sponsors. The Committee's preliminary recommendation was subject to a public hearing on January 9, 1985 and the final recommendation was adopted following the hearing during which only four changes were suggested. One change was incorporated in the final recommendation. The final recommendation has been published as the Proposed Statement of Community Development Objectives and Projected Use of Funds for 1985-86. The Board of Supervisors hearing is on this statement after which the Board must approve the Final Statement for transmittal to HUD by March 1, 1985. DF/mql � q3
