HomeMy WebLinkAboutMINUTES - 02191985 - 2.1 TO: BOARD 'OF SUPERVISORS Phil Batchelor, County Administrator Contra FROM: 4i) Costa DATE: February 4 , 1985 County SUBJECT: Proposed Combination of the Eastern Fire Protection District and the Brentwood Fire Protection District SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Approve the proposed combination of the Eastern Fire Protection District and the Brentwood Fire Protection District and refer the proposal to the County Administrator and County Counsel for the preparation of an implementation plan to include a Resolution of Application to the Local Agency Formation Commission to accomplish the combination. BACKGROUND Ray H. Morgan, Chief of the Eastern Fire Protection District and Acting Chief by contract of the Brentwood Fire Protection District, on behalf of the Commissioners of the two districts has requested and proposed that the two districts be combined to form a single district to serve the areas presently served by the two districts. Although the proposed combination would not result in any significant direct savings, there would be some indirect cost savings and benefits to county departments that deal with the fire districts such as the Auditor-Controller, County Administrator and Personnel. The combination will result in improved utilization of manpower, equipment, training programs, facilities and other resources of the two districts. Many of the functional benefits discussed above have already been accomplished on an informal basis inasmuch as Ray Morgan has served as contract fire chief of the Brentwood Fire Protection District for the last several years. This proposed combination will solidify and make those benefits permanent. The commissioners of both districts are aware that the proposed combination would result in the elimination of five commissioners and are agreeable to working out a plan to make such reduction. It should be noted that this would be an opportune time to make this change inasmuch as there is currently one vacancy in each district. Thus, it would be necessary for only three of the commissioners to volunteer to resign from the Commission. In addition to the operational and administrative advantages of the proposed combination, the residents of the two fire protection districts would benefit in that the combination would result in improved insurance ratings in both districts which should have a beneficial effect on insurance rates.
