APPROVE and AUTHORIZE the Redevelopment Director to execute a contract with
Keyser Marston Associates, Inc., effective December 31, 2009 to December 31, 2011, in the
amount of $60,000, for Financial/Real Estate Consulting Services related to the developer
selection/property disposition process for 1250 Las Juntas Way, Contra Costa Centre area.
FISCAL IMPACT:
The Agency has budgeted funds to cover contract costs.
BACKGROUND:
The Consultant has been retained to assist the Agency in the review of responses to the
proposal phase of the solicitation process for the 1250 Las Juntas Way Project in the Contra
Costa Centre area. Services will include (1) assist in DDA negotiations and review
documentation and (2) prepare 33433 report and reuse valuation. Initial efforts by the
Agency identified a preferred developer, however they were unable to perform given
deteriorating conditions in the housing markets. The additional contract authority and time
will permit the Agency to undertake a subsequent

Special Conditions are included in the contract whereby Paragraph 18 of the General
Conditions, "Indemnification", is deleted and replaced with an additional Indemnification
Clause that has been approved by County Counsel.
