Lango, General Services Director Date:February 2, 2010 Contra Costa County Subject:Approve Bid Documents and Authorize Bid Advertisement to Demolish a Health Clinic and Healthy Start Building at Contra Costa Regional Medical Center RECOMMENDATION(S): (CONT'D) DETERMINE that the project is a California Environmental Quality Act (CEQA) Class 2b Categorical Exemption; DIRECT the Department of Conservation and Development Director, or designee, to file a Notice of Exemption with the County Clerk; and DIRECT the General Services Director, or designee, to arrange for payment of the $25 handling fee to the County Clerk for filing the Notice of Exemption and a $25 handling fee to the Department of Conservation and Development for processing costs. AUTHORIZE the General Services Director, or designee, to advertise for bids to be received on March 11, 2010, and to issue bid Addenda, as needed, for clarification of the contract bid documents, provided the involved changes do not significantly increase the cost estimate for the initial construction contract. FISCAL IMPACT: The estimated cost to demolish the two buildings is $153,000, which will be paid for by a Health Resources and Services Administration grant from the Department of Health and Human Services. BACKGROUND: The existing 7,500 square foot Health Clinic No. 2, which houses a family practice clinic, was constructed in 1958 and has deteriorated to the point where demolition is recommended. An adjacent 1,150 square foot modular building, which houses the Healthy Start program, has deteriorated due to water damage, and it is recommended that it be demolished at the same time. After demolition, the site is to remain vacant for future development. A new 7,500 square foot prefabricated modular building is proposed for installation on an adjacent site on the Regional Medical Center campus. This new modular building will serve as a family practice clinic to replace the demolished health clinic building. The HRSA grant provides an additional $530,000 to be applied toward construction costs of the new Family Practice Clinic, and requires that the new clinic be built and fully operational within two years. As such, there is a June 28, 2011 deadline for project completion. The bid documents and specifications have been prepared by RMW Architecture & Interiors and will be filed with the Clerk of the Board by the General Services Director. The demolition cost estimate is $153,000. The prevailing rate of per diem wages is on file with the Clerk of the Board of Supervisors pursuant to the statutes of the State of California and applicable local law, which shall be the minimum rates paid on this project.
