The Department routinely contracts a portion of the funds received to local agencies for wider distribution of services to program-eligible families. The Department also applied for additional Head Start funding available through the Office of Head Start as part of the American Recovery and Reinvestment Act (ARRA), signed by the President on February 17, 2009. The Department determined that a portion of these funds, if awarded, would also be allocated to WCCUSD. The Department decided to seek approval from the Board to execute the Interagency Agreement prior to notification of receipt of ARRA funding. Subsequently, the Community Services Bureau further determined that additional childcare slots should be assigned to WCCUSD. The board order (Item C. 37) on November 3, 2009 sought approval of additional slots within the routine annual Head Start funding; notification of the ARRA funding was still pending. The Department then received notification that its ARRA Head Start Wraparound Services application was not selected for funding. At this time, the ARRA funding ($147,792 / CFDA 93.708) will be removed from the Interagency Agreement. Given the prior addition of $17,824 of non-ARRA Head Start funding, a net decrease of $129,968 will be realized. The new total contract payment limit is $161,423. CCC: 38-930-1 CONSEQUENCE OF NEGATIVE ACTION: CHILDREN'S IMPACT STATEMENT: The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
