AUTHORIZE the Employment & Human Services Department director, or designee, to APPLY for and ACCEPT
funding from California Department of Education, in an amount not to exceed $5,500, for an Infant Toddler resource
grant for training and technical assistance during the term July 1, 2009 through September 30, 2010.

BACKGROUND:
The Department submitted a grant to California Department of Education on January 15, 2010 for an Infant-Toddler
(I/T) Resource Grant to secure funds for training and technical assistance for I/T staff. The training will focus on I/T
observation methodology, evidence criteria and support materials. I/T Resource Grants are for the enhanced
collaboration between Early Head Start and Child Development programs.

CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports three of Contra Costa
County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families
that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These
outcomes are achieved by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
