HomeMy WebLinkAboutMINUTES - 02022010 - C.27RECOMMENDATION(S): APPROVE and AUTHORIZE the Agricultural Commissioner, or his designee, to execute a contract with the State of California, Department of Food and Agriculture to reimburse the County in the amount of $157,315 for regulatory work for the Light Brown Apple Moth, for the period July 1, 2009 through June 30, 2010. FISCAL IMPACT: The contract reimburses the County for expenditures incurred for the period July 1, 2009 through June 30, 2010 in the amount of $157,314.63. BACKGROUND: The Light Brown Apple Moth (LBAM) was first detected in Contra Costa County on March 7, 2007. Currently, LBAM has additionally been detected in 16 counties including all of the San Francisco Bay Area counties. As multiple detections of LBAM continued, the Department proposed the emergency adoption of Section 3434, Light Brown Apple Moth Interior Quarantine, adding portions of Contra Costa County, as well as, areas within the other counties mentioned. Guise, Director of Agriculture/Weights & Measures Date:February 2, 2010 Contra Costa County Subject:Agreement #09-0656 between California Dept. of Food and Agriculture (CDFA) and Contra Costa County BACKGROUND: (CONT'D) regulating the interstate movement of host material from the infested areas of California and all of Hawaii. This regulation requires all nurseries, green waste facilties, community gardens and harvested commodities within the infested areas be issued a quarantine compliance agreement and be inspected every 30 days or within 30 days prior to harvest. The State of California, Department of Food and Agriculture has established funding for reimbursing the County for expenditures incurred for performing regulatory work for the Light Brown Apple Moth which includes implementing the Federal Domestic Quarantine Order, and the California State Interior Quarantine, in addition to conducting emergency response activities as a result of detections of LBAM in regulated establishments. CONSEQUENCE OF NEGATIVE ACTION: Failure to approve Agreement #09-0656 will result in a loss of revenue to the Department of Agriculture in the form of lost compensation for work performed from July 1, 2009 through June 30, 2010.
