salary range. Under the Salary Regulations, Section 4:4.1 Salary - On Promotion, an employee is entitled to at least a
5% salary increase; only the main pay steps are taken into consideration for placement upon promotion. As a result,
the incumbent was placed at the 5th step of the Public Works Chief of Administrative Services classification resulting
in a 5% pay reduction.
Based upon the incumbent's qualifications, the County Administrator and Human Resources Department staffs
concur that Ms. Quever should be appointed at the 7th step of the salary range and retroactive to the effective date of
appointment, December 10, 2009. The mechanism to accomplish the 7th step appointment is this resolution.
CONSEQUENCE OF NEGATIVE ACTION:
If this resolution is not approved, the Department of Public Works will not be able to compensate Ms. Quever
appropiately and she will be subject to a 5% pay reduction for what is considered a promotional appointment.
