Thompson, Office Services Director COSta DATE: February 13, 1985 County e SUBJECT: Contracts for Consulting Services with The Program Methods Group. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. Recommended Action: Authorize the Chairwoman to execute an agreement between Contra Costa County and The Program Methods Group for the use of consultant personnel to assist in supply- ing data processing services in the absence of County Data Processing staff to the Assessor and Building Inspection Departments to develop the Assessor/Building Inspection online Land Information System at a cost not to exceed $98,000 for the period February 19, 1985 through June 30, 1985 and amend a current agreement between Contra Costa County and The Program Methods Group increasing the payment limit from $50,000 to $86,000 for consultant personnel to assist in supplying data processing services to County Departments in the absence of County Data Processing staff. II. Financial Impact: Funding for the Assessor/Building Inspection online Land Information System will come from charges to their respective 2315 (Data Processing Services) sub-objects. The split will be 56.4% for the Assessor and 43.6% for Building Inspection. Funding for the amended agreement comes from the department where the consultant services are provided. Usually consultants are used for General Fund County Departments. III. Reason for Recommendation: Recently Data Processing was allocated 9 new positions. Recruitment is underway to fill these positions but the recruitment process is time consuming and candidates with the required qualifications are in high demand throughout the Bay Area. The use of consultants will reduce the effect of not having these new positions filled and will provide manpower to do system maintenance while trained county staff can devote their time to the highest priority online development tasks. IV. Background: County Data Processing has used data processing consultants for years to augment staff where the workload exceeds staff resources; also to provide certain types of expertise not possessed by County staff. Data Processing's development work- load fluctuates. Staffing at the high level creates a situation where staff may not be fully utilized all the time. Consequences of Negative Action: Not approving these agreements removes the ability to use consultants for systems maintenance so that trained staff can spend their time on the highest priority online development tasks for the Assessor/Building Inspection online system. Not having this alternative while recruitment for the new positions continues will effectively delay the Supplemental Property Tax System and Assessor Supplemental Assessment implementation which in turn affects the realization of revenue from Supplemental Tax Billing. cc: Office Services
