Service: Outside Clinical Laboratory Services
BACKGROUND
The purpose of this contract is to provide for the performance of reference laboratory
tests, tests requiring equipment not available at the County Hospital's Laboratory and
rarely requested laboratory tests.
The services provided through this contract are not available at County Hospital due to
lack of resources, sophisticated technology, and experienced personnel. Due to the large
number and diversity of laboratory tests used by the medical community to make diagnoses,
most hospitals have to utilize outside reference laboratories because it is too cost-
prohibitive to provide all tests onsite. Contra Costa County Health Services has uti-
lized outside reference laboratories for over twenty-five years and has maintained a
contract with International Clinical Laboratories for the past nine years.
Last year's contract payment limit was $85,000. This amount is being reduced con-
siderably because utilization of outside laboratory testing has decreased this past year
due to the efforts of the Hospital's Laboratory Director to reduce routine orders for
specialized laboratory tests, and the procurement of new equipment and updating of
laboratory procedures. Costs for these outside laboratory services will be charged to
patients and appropriate third party payors.
This document has been approved by the Department's Contracts and Grants Administrator in
accordance with the guidelines approved by the Board's Order of December 1, 1981
(Guidelines for contract preparation and processing, Health Services Department).
