HomeMy WebLinkAboutMINUTES - 02191985 - 1.35 TO: BOARD OF SUPERVISORS Contra FROM: Phil Batchelor, County Administrator Costa DATE: February 11 , 1985 County t SUBJECT: Legislation: Senate Bill 141 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position in support of SB 141 by Senator Presley establishing and funding a three-year probation classification and case management system demonstration project for at least five counties statewide. BACKGROUND: A county probation department has various duties relating to the supervision of criminal offenders and of juveniles and authority to provide services related to the prevention of delinquency. This bill would establish a three-year California probation classification and case management system demonstration project to be administered by the Youth and Adult Correctional Agency, or by a department of the agency. The bill would provide for the selection of at least five demonstration counties. Each county applying for funding would be required to have certain objectives relating to classification and management and to establish an evaluation research design. Item #26 in the Board of Supervisors' 1985 legislative package refers to legislation which would establish this demonstration of probation effectiveness in utilizing a Model Classification System. At the request of the Chief Probation Officers of California, Senator Presley has agreed to author legislation similar to last year's SB 1291. A significant difference in the 1985 bill , SB 141 , is that it does not provide for State subvention to Probation Departments with excessively large caseloads. It was that element and its cost which prompted the veto in 1984. SB 141 would provide $5 million for a three-year demonstration. If enacted, the County Probation Department would apply for funds needed to adequately staff Probation supervision as they have already implemented the Model Classification System. The Chief Probation Officers of California will be soliciting the support of CSAC, who supported the previous bill , SB 1291 , last year.
