BACKGROUND: On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following year, on the second Tuesday of December. The attached 2009 Work Plan and 2010 Goals and Objectives fulfill this requirement for the Knightsen Town Advisory Council. Piepho, District III Supervisor Date:January 19, 2010 Contra Costa County Subject:2009 Annual Report From Board Advisory Body 2009 KTAC WORK PLAN Dump Day : In May KTAC held its annual Dump Day. The disposal company brought multiple dumpsters, general garbage, tree/wood, metal and a tire bin was added this year. There is no charge however donations were accepted. Tom Jepsen aided the new KTAC Board in the general process of trafficking trucks through to the dumpsters and out a designated exit routes. Flyers had been sent to Knightsen residents. It is a wonderful opportunity for the community to do a clean up. Knightsen Car & Tractor Show: the Knightsen Car & Tractor Show has come to be an annual event. KTAC, Firefighters Association and Garden Club are the sponsors. Supervisor Piepho and staff including Mark Trump of Public Works help in getting the roads closed. Groth Chevrolet has donated a vehicle for the past several years to be raffled off along with other prizes. KTAC sold KTAC bumper and window stickers making sixty six dollars. Add in music, car and antique tractor displays and painting with Louellen Kelly for the children it is a full day from 8 AM till 10 PM. Community with unity. Code Enforcement: KTAC has a representative in the monthly meeting with Code Enforcement held at the Supervisors Office to discuss code enforcement issues in the Community. Complaints of the community are taken to this Board. Mostly junkyard conditions were investigated and resolved. Town Sidewalks: Through Community Development Block Grant of $50,000 the down town side walks were completed. The side walks were a hazard for years with bad slopes, cracks and broken pieces. Knightsen has waited a very long time for safe sidewalks and thanks to everyone who worked on this project including Seth Cockrell, long time resident and former Chair of KTAC for procuring the grant. Heritage Tree A process has been started to designate a eucalyptus tree at the intersection of Delta Road and North Eden Plains Road as a Heritage Tree. The tree was planted by George W. Knight in 1885. John Gonzales initiated the recognition the of tree. Watch for the dedication in 2010. Approved by the Board of Supervisors with the Historic District early 2009. Historical District: An application to designate the downtown area of Knightsen and the Historical Site on Sellers Avenue a historical was submitted. The application went before the Landmark Committee and then approved by the Board of Supervisors. Parks: Park dedication fees were procured to improve the Knightsen Park next to the school. For years this was the site of the KTAC annual Easter Egg Hunt fundraiser. There are now plans and work going forward to asphalt the parking lot, drinking fountains and lights. Superintendent Rinehart is overseeing the work. Marsh Creek Detention Facility: An invitation to attend the Toy Sharing Party at the facility was extended to the Knightsen TAC members. The named councilperson worked with the Knightsen School on ages and sexes of children appreciating wooden toys and bicycles for Christmas. The toys are delivered to the school and they process them. They are beautifully crafted toys. KTAC has been participating in this program for many years. The Great Trail: A request was made by Linda Fiack of Delta Protection for participation of the chair to act as a technical advisor for the Knightsen area. This will link Martinez with Stockton in one trail for biking and hiking. This provides local residents an opportunity to help beautify their properties and reduce illegal dumping on the road sides. CODE ENFORCEMENT: KTAC member Mike Walko is attending meetings with County Code Enforcement officer and other MAC members from east county with a goal of cleaning up on-site trash, bringing out of compliance occupancies up to compliance and getting information out to residents about the need for building permits and proper planning. KNIGHTSEN CAR & TRACTOR SHOW: The Knightsen TAC will be one of the sponsors of the Knightsen Car & Tractor Show. This day of activities will bring our community together to share with visitors how a small town has a day of fun. HEART SAFE COMMUNITY: KTAC will be trained and follow the lead to become recognized as a "heart safe" community along with Bethel Island. FIRE DEPARTMENT We plan on working with the Fire Department to improve response times and cooperate with the new board. NEWSLETTER: Secretary, Chantel Tieman is working on a Quarterly Newsletter to share with our developments and changes affecting private properties, community events, achievements Knightsen School District and other information of interest such as Farm Bureau and 4H Club news. REFLECTIVE ADDRESS SIGNS: Work with the Fire Department to develop reflective address signs to identify and locate all occupancies that do not have County Code Compliant address signs. This is a must for emergency response. This program may be similar to Bethel Islands address sign program HISTORICAL DESIGNATION PLAQUES: It would be to design and place a plaque with the year and original name of the owner or building given the present owners permission DEDCIATION: KTAC would like to have some dedication of the Heritage Tree and New Sidewalks with Supervisor Piepho and the community. These projects have been a long time coming with the hard work and dedication of many. PARKS: Continue the dialog of progress on this upgrade with lighting, water fountains and asphalt parking lot GREAT TRAILS PROGRAM: KTAC Chair has been asked to serve as a technical advisory for the Trails endeavor for the area.
