APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to execute a
contract with Opportunity Junction, Inc. in an amount not to exceed $200,000 for Community Services Block Grant
(CSBG) services as specified in the County's Local CSBG Plan for the term November 1, 2009 through September
30, 2010.

On June 23, 2009, the Board of Supervisors approved the County's submission of the Community Services Block
Grant (CSBG) Local Plan in response to the 2009 American Recovery and Reinvestment

BACKGROUND: (CONT'D)
Act for CSBG programs. The County received funds from California Department of Community Services and
Development to implement programs in support of this Plan.
Opportunity Junction Inc. was identified as a local partner in this effort. The proposed contract provides funding to
support training and counseling staff in the Contractor's Job Training and Placement Program, preserve 17.5
participant intern positions, and general operating costs related to these positions. The contract term aligns with the
ARRA funding of November 1, 2009 through September 30, 2010.
