APPROVE and AUTHORIZE the Employment & Human Services Department director, or designee, to execute an
agreement amendment from California Department of Community Services to incorporate funding term conditions
pursuant to Title 42 of the United States Code 6861 et. seq., as amended, and 10 Code of Federal Regulations, Part
440, as amended, and to extend the term to a new end date of March 30, 2012 with no change to the payment limit of
$1,682,564.

Subject:2009-2012 Weatherization Assistance Program revenue contract amendment
BACKGROUND: (CONT'D)
for Department of Energy American Recovery and Reinvestment Act (ARRA) of 2009 funds for energy program
and weatherization services for the period July 1, 2009 through September 30, 2011. The board order accepted
funding for the plan via the California Department of Community Services and Development.
This amendment extends the revenue contract period to a new end date of March 30, 2012 and incorporates funding
term and conditions mandated by the State. Conditions include incorporate the Davis-Bacon Act, as amended, and
ARRA funding terms and conditions, as amended.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department, Community Services Bureau LIHEAP supports one Contra Costa
County community outcome - Outcome 4: "Families that are Safe, Stable, and Nurturing." This outcome is achieved
by providing energy program assistance to help keep households warm in winter and to increase household energy
efficiency.
