ACCEPT the report prepared by the Office of the Sheriff in accordance with Penal Code Section 4025(e) representing
an account of all Inmate Welfare Fund receipts and disbursements for Fiscal Year 2008/09. (All Districts)
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
California Penal Code Section 4025(e) requires the Sheriff to annually submit an itemized report of Inmate Welfare
Fund (IWF) expenditures to the Board of Supervisors (Attached). The Inmate Welfare Fund continues to provide
valuable professional, educational, and recreational services to individuals in custody at the Martinez, West County,
and Marsh Creek detention facilities. The Director of Inmate Services working with the public members of the IWF
Advisory Committee manage the delivery of professional services, establish an annual budget, and oversee
expenditures for the Office of the Sheriff-Coroner. The majority of IWF revenue is derived from telephone and
commissary sales commissions and from inmate industry revenue.

BACKGROUND: (CONT'D)
Code Section 4025(e) states that IWF funds shall be expended by the Office of the Sheriff-Coroner primarily for the
benefit, education, and welfare of the inmates confined within the County Jail. Any funds that are not needed for the
welfare of inmates may be expended for the maintenance of county jail facilities. Maintenance of county jail
facilities may include, but is not limited to, the salary and benefits of personnel used in the programs to benefit the
inmates, including but not limited to education, drug and alcohol treatment, welfare, library, accounting, and other
programs deemed appropriate by the Sheriff.
