APPROVE and AUTHORIZE the Redevelopment Director to execute a Project Agreement
and Work Program with Contra Costa County, with a payment limit of $108,000 and a term
of the contract from August 1, 2009 to August 31, 2010 for an Infrastructure Study of the
Bella Vista neighborhood in the Bay Point Redevelopment Project Area.
FISCAL IMPACT:
No General Funds would be utilized. Budgeted Redevelopment Funds will be used for the
study.
BACKGROUND:
The amended Bay Point Redevelopment Plan, approved by the Board of Supervisors on
June 3, 2008, identified a goal of improving the infrastructure of the area south of Willow
Pass Road known as the Bella Vista neighborhood. In order to identify the improvements of
the current infrastructure and of any new proposed infrastructure, an Infrastructure Study of
the Bella Vista neighborhood is needed.
The Bella Vista neighborhood is within the Bay Point Redevelopment Project Area. This

BACKGROUND: (CONT'D)
mainly in the 1920s and 1930s through various developments. A majority of the existing
infrastructure was installed at that time. The objective of the Bella Vista infrastructure study
is to define the roadway and drainage infrastructure improvements that will help revitalize
the area. The study will review the developed area by examining existing and proposed
improvements in four categories: roadway, drainage, right of way, and street light inventory.
The infrastructure study would provide a comprehensive list of improvements and a cost
estimate of the proposed improvements of the current and proposed infrastructure of the
neighborhood.
CONSEQUENCE OF NEGATIVE ACTION:
The infrastucture improvements identified in the amended Bay Point Redevelopment Plan
would not be implemented with out an infrastructure study of the Bella Vista neighborhood.
