State preschool programs to reduce minimum days of operation by six days with no change
to the payment limit of $9,544,129 or term July 1, 2009 through June 30, 2010. (No County
match)

BACKGROUND:
The Board approved this funding agreement on July 7, 2009. This amendment reduces the
minimum days of operation from 251 to 245 days with no other changes to the funding

BACKGROUND: (CONT'D)
terms and conditions. The revision is due to six mandatory furlough days which all Contra
Costa departments are mandated to observe during FY 2009-10.
This contract funds State preschool and pre-kindergarten services to program eligible
children and families. Effective this fiscal year, the State has combined funding from the
following 2008-09 state preschool contracts into this new, single contract:
General Childcare & Development CCTR 8039 (80% only)
Full-day preschool CFDP 8008
State Preschool CPRE 8031
Pre-kindergarten (full-day) CPKF 8003
Pre-kindergarten (part-day) CPKP 8008

CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and
Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and,
Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
