APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
amend an agreement with California Department of Education for general childcare and
development program services to reduce minimum days of operation by six days with no
change to the payment limit of $1,817,575 or term July 1, 2009 through June 30, 2010. (No
County match)

BACKGROUND:
The Board approved this funding agreement on June 23, 2009. This amendment reduces the
minimum days of operation form 251 to 245 days. The revision is due to six mandatory

BACKGROUND: (CONT'D)
furlough days which all Contra Costa departments are mandated to observe during FY
2009-10.
Approval of this agreement will allow continued provision of vital childcare services to
Contra Costa County children and families. The county receives funds from the California
Department of Education to provide state preschool general childcare services to program
eligible County residents.

CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department’s
Head Start program supports three of Contra Costa County’s community outcomes -
Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are
Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and
Nurturing.” These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, and health services to low-income children
throughout Contra Costa County.
