Approve and authorize the Health Services Director, or his designee (Wendel Brunner,
M.D.), to execute, on behalf of the County, Amendment Agreement #28-706-7 with Public
Health Foundation Enterprises, Inc., effective June 1, 2009, to increase payment to the
County by $20,671 from $15,283, new total payment limit not to exceed $35,954, for the
Centers for Disease Control and Prevention’s (CDC) Emerging Infections Program - Retail
Foods Project, with no change in the original term of December 30, 2008 through December
29, 2009.
FISCAL IMPACT:
This Amendment will result in an increase of $20,671 of funds from the CDC cooperative
agreement for the Emerging Infections Program through the Public Health Foundation
Enterprises, Inc. No County cost is required.
BACKGROUND:
The national Antimicrobial Resistance Monitoring System (NARMS) for Enteric Bacteria
was established in 1996 to monitor resistance, specifically, Salmonella and other enteric
bacteria. The 17 participating state health departments forward every tenth human

BACKGROUND: (CONT'D)
to CDC for antimicrobial susceptibility testing.
CDC is requesting that additional Emerging Infections Program (EIP) sites participate in the
study of food borne bacteria this is not uncommon and often is associated with the use of
antimicrobial agents in food animals, especially in retail food. This study will assist in
generating a database that may be utilized to augment the development of intervention
programs to stem the high prevalence of antimicrobial resistance in the meal and poultry
food supply. The goal of the study is to determine the prevalence of antimicrobial resistance
among Salmonella and Campylobacter, E.coli and enterococci isolated from a convenience
sample of chicken, ground turkey, ground beef and pork chops purchased from selected
grocery stores in the catchment area of the California EIP FooodNet site. This will include
samples collected from Contra Costa, Alameda and San Francisco County retail grocery
stores. On May 5, 2009, the Board of supervisors approved Contract #28-706-6 with the
Public Health Foundation Enterprises, to pay the County on a fee for service basis for
laboratory microbiological testing services, including, but not limited to, personnel time,
supplies, and food samples utilized in the testing, through December 29, 2009.
Approval of Amendment Agreement #28-706-7 will allow for additional funding from
Public Health Foundation Enterprises, Inc. for testing services, through December 29, 2009.
