APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to
execute a contract with the City of Walnut Creek in an amount not to exceed $260,000 for
the period July 1, 2009 through June 30, 2010 for the County to administer the Housing
Rehabilitation Loan Program.
FISCAL IMPACT:
Funding will be provided by the City of Walnut Creek.
BACKGROUND:
A. The County administers the housing rehabilitation loan program through its
Neighborhood Preservation Program. The purpose of the program is to offer low-interest
and zero-interest loans to low-income and very-low-income homeowners who qualify for
loan assistance under guidelines established by the U.S. Department of Housing and Urban
Development. The loans must be

B. The County is currently authorized to approve loans funded by Redevelopment funds to
eligible applicants within the City of Walnut Creek in any amount up to $60,000.
C. The City of Walnut Creek Redevelopment Agency (RDA) and City of Walnut Creek
(City) wish to contract with County for the fifth year to provide funding for housing
rehabilitation loans to eligible homeowners within the City. Funding is provided by RDA
Low and Moderate Income Housing (LMIH) Set Aside funds.
D. COUNTY has demonstrated experience and qualifications to operate a loan and grant
program to fund housing rehabilitation under the Community Development Block Grant
Program. The County Neighborhood Preservation Program also administers the home
rehabilitation loan programs for the cities of Antioch, Concord, and San Pablo.
E. The contract will result in $46,800 in revenue to the County for costs related to the
implementation of the Program. This amount is compensation for all administrative and
technical services provided by the County, including the Rehabilitation Specialist’s salary,
administrative oversight, clerical assistance, and overhead costs.
F. The term of the contract is July 1, 2009 through June 30, 2010.
