SUBJECT: Mandatory Garbage Subscription
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Background: Recent newspaper articles concerning the
-mandatory subscprittion ordinance failed to mention
there is an exemption clause . A number of people
have contacted me express their concern over the requirement
for collection service when they do not generate that much
garbage or take care of it though recycling. Attached
find two such inquiries .
Recommended action: Refer to Recycling committee and Health
Dept. staff for response regarding exemptions and to supply
any additional information they may deem appropriate.

Re: Proposed change in law regarding the
garbage collection.
Dear Supervisor Torlakson,
The Garbage Collectors came by on their weekly route to collect
the hardly existing garbage at the properties I am speaking of.
As I read in the CC Times, you are advocating a law to make every
property owner in the county subscribe to the rather expensive
garbage collection. The reason for it was given that garbage is .
being found strewn in the streets in a - I think - poverty stricken
area in our county. Please do not judge the entire county by a
distinctive area , where people need education to spend less money
on garbage producing purchases. They would not be quite so poor,
if they bought their food and other household items more wisely,
and , as a result, the garbage cans would not be flowing over.
I have gone single through life and bought my home from non-unionized
clerical wages. I am not the only person living alone in a house ,
and I have been sharing the collection for several years with one of
my neighbors. That means , of course, I have to lug my can with
garden clippings to my neighbor' s collection site - a little extra
work on my part to live within my budget. Our combined kitchen
garbage fits in one can, because we pack it right by flattening cans
and cartons.
Nevertheless , we are unable to produce enough garbage to fill all
three cans we are paying for on a year-round basis. We hardly ever
have anything for the "Big Collection Days" four times a year. The
three months' fee of $23.70 per household is exorbitant allready
considering it was $4. 50 when I bought the house and subscribed to
the service. One can was enough.
Don't you realize we are making the poor poorer?
Please, if the law needs to be changed, incorporate an exemption for
folks like us who just don' t have the garbage and who are living on
a limited budget.
