APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to apply for and accept Contra Costa County Department of Conservation and
Development, Redevelopment and Economic Development Division Community
Development Block Grant funding in an amount not to exceed $30,000 for a two year period
($15,000 for fiscal year (FY) 2010-2011 and $15,000 for FY 2011 through 2012) to support
the Bay Point Works Community Career Center for the period of July 1, 2010 through June
30, 2012.
FISCAL IMPACT:
If granted, County to receive $30,000 over a two (2) year period ($15,000 for FY
2010-2011 an $15,000 for FY 2011-2012) to support the Bay Point Works Community
Career Center.
BACKGROUND:
The objective of the Community Development Block Grant (CDBG) funded Bay Point
Works Community Center program is to help at least 140 Bay Point residents get jobs and
succeed in the world of work. To meet this objective, Bay Point Works (BPW) provides

BACKGROUND: (CONT'D)
with a wide range of job related resources and services such as developing high quality
resumes, offering access to internet connected computers for job searches and success to
basic technology such as fax machines, printers, copiers, and telephones. The Career Center
is offered as a place for employer and other agencies to do outreach and connect with
potential employees. For example, the Contra Costa County Office of Education does
assessment testing and intake with youth at BPW, offering them a convenient and central
location to meet. Another popular service offered at the Career Center is the Volunteer
Income Tax Assistance (VITA) program. Last year more than 300 people were assisted by
preparing their taxes for free. Finally, responding to newly employed working poor
residents who have difficulty paying for child care during school holidays YAP/gap was
developed, an innovative enriched educational child care service.
CHILDREN'S IMPACT STATEMENT:
The Bay Point Community Career Center supports three of the five community outcomes
established in the Children's Report Card: 3) Families that are Economically Self Sufficient;
4) Families that are Safe, Stable, and Nurturing; and, 5) Communities that are Safe and
Provide a High Quality of Life for Children and Families by assisting individuals in
obtaining and maintaining employment and by encouraging and supporting self sufficiency.
