Adopted this Order on February 12, 1985 , by the following vote:
AYES: Supervisors Powers , Schroder , McPeak, Torlakson, Fanden
NOES: None
ABSENT: None

SUBJECT: Proposal for a Response System for Emergency Trauma Cases
Supervisor S. W. McPeak proposed that the Board ensure
that there is an adequate response system to care for emergency
trauma cases by supporting the following efforts:
1 . Immediate development of an interim solution to
provide adequate response for trauma injuries , and
2. Establishment of appropriate trauma centers(s) to
serve the East Bay with sufficient analysis and
planning to ensure cost-effectiveness in this
component of our emergency medical care system .
Supervisor McPeak suggested that the above activities
should involve a cooperative planning and implementation effort
among the following entities:
1 . Alameda-contra Costa Medical Association
2. East Bay Hospital Conference
3. the EMS offices of Contra Costa and Alameda counties
4. Boards of Supervisors from Contra Costa and
Alameda Counties
5. the Alameda-Contra Costa Health Systems Agency
Supervisor R . I . Schroder inquired if the concept should
be limited to trauma or expanded to other areas , such as burns , etc .
Supervisor T . Powers indicated that there are many areas
that should be reviewed to insure that an adequate level of health
care is available in Contra Costa County. He referred to the need
to rebuild the County hospital; the underutilization of Brookside
Hospital; low occupancy of hospital beds , etc . Supervisor Powers
noted that public and district hospitals are funded through taxes
and many lack financial resources to provide an optimal level of
health care . He expressed belief that these issues should be
reviewed along with the issue of trauma. He recommended that the
planning effort be expanded to include representation from all
public and district hospitals who would not only provide input on
the issues as noted but on the entire health care system in order to
maximize utilization of existing resources while providing a high
level of emergency and basic health services .
Board members being in agreement , IT IS ORDERED that the
proposal of Supervisor McPeak and the recommendation of Supervisor
Powers are REFERRED to the County Administrator and Health Services
Director. A status report is to be submitted to the Board on
