TUESDAY September 15, 2009 1:00 P.M. Convene, call to order and opening ceremonies. CONSIDER CONSENT ITEMS - Items removed from this section will be considered as Short Discussion Items. Approved as listed. C.1 ACCEPT articles regarding affordable housing issues. C.2 AWARD contract for Vista Del Camino Exterior Modernization Project CA011017, San Pablo, California to Bayview Painting & Construction in the amount of $646,000 and AUTHORIZE the Executive Director of the Housing Authority to execute the contract with Bayview upon receipt of satisfactory performance and payment bonds and insurance certificates. C.3 APPROVE the Investment Policy as presented for annual review in accordance with Government code and prudent fiscal practices to be in compliance with the U.S. Department of Housing and Urban Development (HUD) and California Governmental Code (CGC). D.2 ACCEPT staff report updating the Board on concerns expressed by residents of Bayo Vista and the Authority’s response to those concerns. D.3 ACCEPT staff report on the status of the funding shortfall in the Housing Choice Voucher Program (HCV/Section 8). All matters listed under CONSENT ITEMS are considered by the Board of Commissioners to be routine and will be enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Commission votes on the motion to adopt. Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those persons who are in support thereof or in opposition thereto. After persons have spoken, the hearing is closed and the matter is subject to discussion and action by the Board.
