APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
execute a contract amendment with First Baptist Church of Pittsburg, to add $35,600 for a
new payment limit of $1,255,128, for quality program improvement services to the
childcare program at Fairgrounds Children’s Center with no change to the term July 1, 2009
through June 30, 2010.
FISCAL IMPACT:
This increase is funded 100% by federal funds. Total funding for this contract is:
$902,610 State funds
$316,917.60 Federal funds (CFDA # 93.600)
$35,600 Federal funds (CFDA # 93.708)

Subject:2009-10 Fairgrounds Center Childcare Services Operation, Amendment 1
BACKGROUND:
On August 11, 2009, the Board approved the continuance of the contract between First
Baptist Church of Pittsburg (First Baptist Head Start) and the County. First Baptist will
operate childcare services at the County-owned Fairgrounds Children's Center.
This Board Order allocates funds received from Administration for Children and Families
(ACF), as part of the 2009 American Recovery and Reinvestment Act, to repair the
Fairground's facilities.

CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and
Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and,
Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
