HomeMy WebLinkAboutMINUTES - 12012009 - C.83RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand), to execute, on behalf of the County, Novation Contract #74–317-2 with Alternative Family Services, Inc., a non-profit corporation, in an amount not to exceed $500,000, to provide Multidimensional Treatment Foster Care (MTFC) services to Seriously Emotionally Disturbed (SED) youth and their families, for the period from July 1, 2009 through June 30, 2010. This Contract includes a six-month automatic extension through December 31, 2009, in an amount not to exceed $250,000. FISCAL IMPACT: This Contract is funded 49% by Federal FFP Medi-Cal, 26% by State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT), 20% by Individuals with Disabilities Education Act (IDEA/SB 90), and 5% by Mental Health Realignment. BACKGROUND: (CONT'D) homes, and their families, including mental health services, medication support, and crisis intervention. On October 28, 2008, the Board of Supervisors approved Contract #74 317-1 with Alternative Family Services, Inc., for the period from July 1, 2008 through June 30, 2009, with a six-month automatic extension through December 31, 2009, for the provision of a day treatment program for SED adolescents. Approval of Novation Contract #74 317-2 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing MTFC services to SED youth through June 30, 2010. CHILDREN'S IMPACT STATEMENT: This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
