APPROVE and AUTHORIZE the Treasurer-Tax Collector, or designee, to execute a
software license and service agreement with N. Harris Computer Corporation for a
Cashiering System for the period December 15, 2009 to June 30, 2010.
FISCAL IMPACT:
The total cost is $159,651.00 for the full installation, testing and implementation of the
system. This cost includes the software, labor, travel, peripheral hardware, and initial annual
maintenance fee. Afterward, the recurring cost is an annual maintenance fee of $30,569.00.
Funding will come from unclaimed duplicate payments.
BACKGROUND:
The current cashiering system has become obsolete and the vendor has notified the
Treasurer-Tax Collector that it will no longer service the software as of January 1, 2010.
The system is critical to the Treasurer-Tax Collector's Office because all over-the-counter
payments and deposits are processed through it.
The County of Fresno encountered the same dilemma and put a new cashiering system out

to bid in April 2008. As a result of their Request for Proposals (RFP), they awarded the
contract to N.
BACKGROUND: (CONT'D)
Harris Computer Corporation, the company that designed the original software for the
County's cashiering system.
The General Services Department reviewed the County of Fresno's Request for Proposal
(RFP) and deemed the the Treasurer-Tax Collector's Office can piggyback on the County
of Fresno's RFP.
Because N. Harris Computer Corporation designed both the new and the old software, the
conversion will be simple and at minimal cost. The new software will provide the
Treasurer-Tax Collector's Office with a more robust and enhanced system. The system
will include additional features that allow for consolidation of tasks, which will help to
simplify the work-flow and reduce the need for other software and their maintenance
service.
CONSEQUENCE OF NEGATIVE ACTION:
If this Order is not approved, the Treasurer-Tax Collector's Office will be at risk using a
system that is no longer maintained or supported. If the system fails, payments and
deposits may be delayed, leading to backlogs and revenue loss.
