HomeMy WebLinkAboutMINUTES - 12012009 - C.76RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand), to execute, on behalf of the County, Novation Contract #74–051–16 with Family Stress Center, Inc., a non-profit corporation, in an amount not to exceed $750,000, to provide Therapeutic Behavioral Services (TBS) for the period from July 1, 2009 through June 30, 2010. This Contract includes a six-month automatic extension through December 31, 2010 in an amount not to exceed $375,000. FISCAL IMPACT: This Contract is funded 62% by Federal FFP Medi-Cal, 35% by State Early and Persistent Screening, Diagnosis, and Treatment (EPSDT), and 3% by Mental Health Realignment. BACKGROUND: The State Department of Mental Health has been working in collaboration with the County’s Mental Health Division to establish a mandated program to provide TBS to children who participate in the EPSDT Supplemental Specialty Mental Health services. BACKGROUND: (CONT'D) provide emergency placement services to eligible Medi-Cal beneficiaries less than 21 years of age, who meet the medical necessity criteria of their Mental Health Plan, and who have been discharged from a hospital or have failed in other placements. On November 18, 2008, the Board of Supervisors approved Novation Contract #74-051-15 with Family Stress Center, Inc., for the period from July 1, 2008 through June 30, 2009, which included a six-month automatic extension through December 31, 2009, for the provision of TBS to County referred-clients. Approval of Novation Contract #74–051–16 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2010. CHILDREN'S IMPACT STATEMENT: This TBS program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
