Approve and authorize the Health Services Director, or his designee (Donna Wigand), to
execute, on behalf of the County, Novation Contract #24–927–14 with Community Health
for Asian Americans (formerly Asian Pacific Psychological Services), a non-profit
corporation, in an amount not to exceed $1,211,949, to provide mental health services,
wraparound services, and dual-diagnosis treatment services for the period from July 1, 2009
through June 30, 2010. This Contract includes a six-month automatic extension through
December 31, 2010, in an amount not to exceed $605,975.
FISCAL IMPACT:
This Contract is funded 94% by Federal FFP Medi-Cal, 1% by West Contra Costa Unified
School District, and 5% by County Public Health and Mental Health Realignment.
BACKGROUND:
This Contract meets the social needs of County’s population by providing school and
community based mental health services, including: assessments, individual, group

BACKGROUND: (CONT'D)
and family therapy; medication support, case management, outreach, and crisis intervention
services, to an underserved Asian population and will result in greater home, community,
and school success.
This Contract also provides day treatment and mental health services to dually diagnosed
adolescents admitted into the West County Youth Drug Court, in order to reduce unsafe
behavior, improve school attendance and performance, avoid out-of-home placement, and
deal with emotional problems.
On January 27, 2009, the Board of Supervisors approved Novation Contract #24–927–12
(as amended by Contract Amendment Agreement #24–927–13) with Asian Pacific
Psychological Services (now known as Community Health for Asian Americans) for the
period from July 1, 2008 through June 30, 2009, which included a six month automatic
extension through December 31, 2009, for the provision of school and community based
mental health services.
Approval of Novation Contract #24–927–14 replaces the automatic extension under the
prior Contract and allows the Contractor to continue providing services through June 30,
2010.
CHILDREN'S IMPACT STATEMENT:
This Program supports the following Board of Supervisors’ community outcomes:
“Children Ready for and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) and a decrease in juvenile offender recidivism as measured by
probation database information.
