Approve and authorize the Health Services Director, or his designee (Donna Wigand), to
execute, on behalf of the County, Novation Contract #74–287–5 with FamiliesFirst, Inc., a
non-profit corporation, in an amount not to exceed $269,910, to provide school-based
mental health services to seriously emotionally disturbed students in the Mount Diablo
Unified School District, for the period from July 1, 2009 through June 30, 2010. This
Contract includes a six-month automatic extension through December 31, 2010, in an
amount not to exceed $134,955.
FISCAL IMPACT:
This Contract is funded 32% by Federal FFP Medi-Cal, 20% by State Early and Periodic
Screening, Diagnosis, and Treatment (EPSDT), 6% by the Mount Diablo Unified School
District, and 42% by Individuals with Disabilities Education Act (IDEA/SB 90).
BACKGROUND:
This Contract meets the social needs of County’s population by providing state-mandated
school-based mental health services to seriously emotionally disturbed Mount

BACKGROUND: (CONT'D)
Diablo Unified School District students, and their families.
On January 27, 2009, the Board of Supervisors approved Novation Contract #74–287–3 (as
amended by Contract Amendment Agreement #74–287–4) with FamilesFirst, Inc. for the
period from July 1, 2008 through June 30, 2009, which included a six-month automatic
extension through December 31, 2009, for the provision of school based mental health
services for seriously emotionally disturbed students in the Mt. Diablo Unified School
District and their families.
Approval of Novation Contract #74–287–5 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30, 2010.
CHILDREN'S IMPACT STATEMENT:
This IDEA/SB 90 program supports the following Board of Supervisors’ community
outcomes: “Children Ready For and Succeeding in School” and “Communities that are Safe
and Provide a High Quality of Life for Children and Families”. Expected program outcomes
include an increase in positive social and emotional development as measured by the Child
and Adolescent Functional Assessment Scale (CAFAS).
